Ceisteanna—Questions. Oral Answers. - Public Libraries Act, 1947—Local Authority Contributions.

asked the Minister for Local Government if he will state the names of the councils of counties and corporations of county boroughs who contributed under Section 17 (1) (b) of the Public Libraries Act, 1947, in the financial year ending March, 1952, and the amount of each such contribution from each county council and corporation.

As the reply is in the form of a tabular statement I propose, with your permission, a Cheann Comhairle, to circulate it with the Official Report.

asked the Minister for Local Government if he is aware that demands on the Cork County Council under Section 17 (1) (b) of the Public Libraries Act, 1947, were increasedfrom £46 in the year 1948-49, to £100 in 1949-50, to £160 in 1950-51, to £363 in 1951-52 and to £587 in 1952-53; and, if so, if it has been decided that the Cork County Council is obliged to include this full demand in its estimates or is entitled to question any of the expenditure on the part of this body; and, further, if he will state if there is any means of reducing the increase in expenditure.

The figures quoted by the Deputy are the amounts estimated in advance as being payable by the Cork County Council to An Chomhairle Leabharlanna in respect of the financial years mentioned. The actual amounts paid by the Cork County Council in respect of those financial year were as follows:—

Section 17 (1) (b) of the Public Libraries Act, 1947, provides that so much of the expenses of An Chomhairle Leabharlanna as is not provided for by way of State grants or otherwise shall be refunded to An Chomhairle by the several councils of counties and corporations of county boroughs in proportion to the rateable valuation of their respective functional areas.

As regards the remainder of the question, the accounts of An Chomhairle Leabharlanna are audited by a local government auditor in the same way and for the same purposes as in the case of other local authorities' accounts. A copy of the annual report of An Chomhairle and the auditor's report on its accounts are presented to every contributing local authority.
