asked the Minister for Finance the grades in the Civil Service which do not receive marriage and children's allowances; and why men in those grades do not get allowances similar to men in other grades from clerical officer upwards.

The grades in the Civil Service which do not receive marriage and children's allowances are those the scales of pay for which are not differentiated on a marriage basis. The nature of the scales for the various grades is set out in the book of Estimates for the public services. The system of differentiation on a marriage basis involves the payment of unmarried officers at lower rates than married officers. An officer to whom this system applies accordingly contributes, by working for a lower rate of pay while unmarried, to the allowances which he will receive when he marries and has children. Where a grade has made no such contribution the question of granting such allowances does not arise.
