asked the Minister for Local Government if he is aware that proposals were made this year by the Dublin City Manager to raise the level of differential rents payable by tenants of the Dublin Corporation; that in the preparation of the estimates for the forthcoming year there is considerable danger that proposals for increasing the level of rents may be made; and if he is prepared in such circumstances to discuss the situation with the City Manager and take all necessary steps to ensure that the level of rents is not increased.

Amendment of a scheme of differential rents is, in the first instance, a function of the housing authority concerned. The only proposal submitted to me this year for amendment of the scheme operated by Dublin Corporation was a proposal to exclude from the assessment of the income of tenants, the increases in social welfare allowances which became payable from 1st August, 1962. I approved of this proposal. All proposals in connection with differential rent schemes which housing authorities consider it proper to make and which statutorily require my sanction are considered by me on their merits.
