andMr. McQuillan asked the Minister for Finance whether it is a fact that, under the associate membership agreement negotiated by Greece with the EEC, a 125 million dollar community loan has been granted to Greece under a special protocol to be used during a five-year period after the coming into operation of the agreement, and in accordance with rules as laid down in the statutes of the European Investment Bank.

The answer is in the affirmative.

May we assume that if Ireland were to become an associate member instead of a full member, she could, if she wished, negotiate similar terms?

We have no guarantee she will succeed but she can try.

We have not started to negotiate yet.

Why is the Government so certain about conditions for full membership for Ireland and so uncertain about the conditions of associate membership? It is because you are bluffing.
