Vol. 200 No. 4

Ceisteanna—Questions. Oral Answers. - Irish Congo Troops.

43.

Mr. Ryan

asked the Minister for Defence the number of Irish troops now in the Congo; if it is proposed to withdraw Irish soldiers from the Congo; and, if so, when.

The number of Irish troops in the Congo is now 868. The Secretary-General of the United Nations has made a request for replacement of the 38th Battalion and the Armoured Car Squadron which are due for repatriation in April-May next. He has, however, intimated that due to the improved situation in the Congo, the replacement Battalion should be at a reduced strength of about 500. The total strength of the Battalion and the Armoured Car Squadron would thus be about 600. The Government will consider the Secretary-General's request at an early date.

Would the Minister say how long the next troop will be required to remain in the Congo?

I am unable to answer that at the moment. That question can be answered only after consideration has been given to the Secretary-General's request for a replacement.

Is it likely to be longer than the present period?

I should not think so. I have no reason to think it will.

Before we pass from this matter, could I ask the Minister if the Government have considered this Congo situation? Are we to have Irish troops in the Congo for evermore, or is there any prospect of our obligation to furnish troops for the Congo coming to an end? Is the Minister in a position to say that the Government are resolved not to have thrust upon them the colonial duty of having troops remaining in permanent occupation in the Congo?

As far as my Department is concerned, this work is done through the medium of the Department of External Affairs and I think the question asked by the Deputy would be more properly addressed to the Minister for External Affairs.

Is he not there?
