Ceisteanna—Questions. Oral Answers. - Parking of Film Company Vehicles.

asked the Minister for Justice if he is aware that a traffic jam was created from Parnell Monument to Merrion Square, Dublin on Tuesday, 28th May, 1963, because several film company vehicles and a canteen were parked during the taking of films in Nassau Street, where parking is not permitted; if he will state if the company got permission to park at this time; if so, for what reasons; if not, whether, in view of the fact that several persons were fined on the spot for minor parking infringements, an on-the-spot fine was imposed on the company, or whether a prosecution will take place; and if he will ensure that no such permission will be granted in future between the hours of 8.30 a.m. and 6.30 p.m.

I am informed by the Garda Síochána that the film company vehicles caused no significant interference with moving traffic; that they were removed at the request of the police at the approach of the evening peak-travel period; and that the traffic jams that may have occurred were due to two entirely unrelated incidents, namely (1) the breakdown, at College Green, of a CIE bus which eventually had to be towed away and (2) the breakdown, at College Street, of a laden lorry which had to be left stationary in the middle of the road for a considerable period.

While no formal permission was given to the film company, the police were made aware in advance of the company's intentions and the company were given to understand that no objection would be raised as long as the units carried out any directions that might be given by the police on the spot. It has been the practice for many years, in view of the commercial value to this country of having films made here, to facilitate film companies in such cases, as long as they do not cause serious or prolonged obstruction.

They are dependent, I assume, on obtaining permission from the authorities ?

As I have set out.

They will get permission ?

It is not a question of formal permission. The people concerned inform the Garda of their intentions and the Garda indicate their agreement or otherwise.

They surely have the right to refuse ?

It is as I said.

It is very vague.
