asked the Minister for Finance the number of loans (a) applied for, (b) refused, (c) approved, and (d) issued each year since 30th April 1957 under the Agricultural Credit Corporation's ordinary scheme of loans.

The reply is in the form of a tabular statement which, with your permission, a Cheann Comhairle, I propose to circulate in the Official Report.

It should be borne in mind that of total applications a considerable number are not pursued by applicants, and that, similarly, loans approved are not in many cases, in the event, taken up by applicants.

asked the Minister for Finance how many of the 1,578 loans issued in 1961-62 and the 1,825 loans issued in 1962-63 under the Agricultural Credit Corporation's ordinary loans scheme were issued in each of those years under the system of charging orders introduced by the Agricultural Credit Act, 1961.

asked the Minister for Finance if the system of charging orders has replaced the deeds of charge used by the Agricultural Credit Corporation in previous years.

With your permission, a Cheann Comhairle, I propose to answer Questions Nos. 6 and 7 together. 337 charging orders were sealed by the Board under the Corporation's ordinary loans scheme in 1961-62 and 1,509 charging orders were sealed in 1962-63. It is not possible to say definitely that in all cases where charging orders were sealed loans were issued. There may be a few cases where a farmer did not avail of a loan after the charging order had been sealed. I might explain that while the legislation referred to was enacted on 30th May, 1961, the charging order system provided for under the Act was not introduced until the following January.

Charging orders have replaced deeds of charge in all registered land cases except where the land is subject to a settlement or is being charged by a guarantor or administrator.
