asked the Minister for Finance the minima and maxima of the standard rates of pay, scales A and B. for the main general service grades of the Civil Service, secretary to clerical officer inclusive, 1937 and each year from 1947 to 1965 inclusive.
20.
asked the Minister for Finance the dates from which retrospective percentage pay adjustments were made from 1947 to 1965 on the standard rates of pay for the general service grades of the Civil Service for the categories secretary to clerical officer inclusive.
21.
asked the Minister for Finance what were the status adjustment percentages applicable to the minima and maxima of the standard rates of pay, scales A and B, for secretary, deputy secretary, assistant secretary, principal, assistant principal, administrative officer, higher executive officer, executive officer, staff officer and clerical officer.
22.
asked the Minister for Finance if he will define the term status; if the status pay adjustments awarded to the Civil Service were made in addition to the 12 per cent pay adjustment; if so, from what date the status adjustment was paid; and what was the cost of such status adjustment.
I propose, with your permission, a Leas-Cheann Comhairle, to take Questions Nos. 19, 20, 21 and 22 together. The factual information sought is in the form of a tabular statement which, with your permission, a Leas-Cheann Comhairle, will be circulated with the Official Report.
In regard to the first part of Question 22, as a result of the long drawn out period during which eighth round revisions were being considered and effected, a number of disparities and anomalies arose when later settlements outside the Civil Service diverged widely from those made at an early stage. In outside employment the situation was restored by certain subsequent adjustments, for example, the Labour Court's Recommendation No. 1712 which revised the eighth round settlement for Bord na Móna clerical staff. In the Civil Service the clerical grades were among the first to effect eighth round settlements in 1961 and, when much higher rates began to emerge outside, these grades pressed claims for corresponding revisions. The Post Office Clerks' claim, which was "based primarily on the principle of fair comparison with the rates of pay in operation in good comparable employment outside the Civil Service", was the first to be dealt with and early in 1964 the Civil Service Arbitration Board awarded a revised scale, with effect from 1st October, 1963. The findings in this and other cases indicated that the Board accepted that the status of the grades concerned had deteriorated by reference to the terms of comparable outside employment and claims of this type came for convenience to be described as "status" claims.
Adjustments of eighth round settlements in the Civil Service, in common with the earlier adjustments outside which gave rise to them, carry the ninth round addition of 12 per cent.

It seems to be a word commonly applied and commonly understood.
Does not it mean class A pay?
No. It seems to refer to a differential.
Was it not a case simply of adjustment of wages which had not been brought up to the proper standard?
Yes.
A few people took advantage of that and got an extra increase and that was rightly considered as status increase. Most of it was not a status increase.
