asked the Minister for Finance if, having regard to the seriously disadvantageous position in which a minority of greengrocer shopkeepers have been placed by being liable for turnover tax because they registered as traders while the remainder are not charged any tax, he will take steps to exempt all greengroceries from the turnover tax.

Greengrocers are obliged to register and to pay turnover tax on their receipts if their turnover exceeds £150 in a month. Greengrocers whose turnover is less than £150 a month are not obliged to register and to pay tax on their receipts; these persons are in a very small way of business and their maximum turnover tax liability, if registered, would be £1 10s a month.

I do not accept that the turnover tax liability of registered greengrocers puts them at a serious disadvantage compared with unregistered traders; and I do not propose to exempt greengroceries from turnover tax.
