It is unlikely that the introduction of formal arrangements for the collection of rates by instalments would adversely affect the interests of rate collectors but if any difficulty should arise I feel sure that local authorities will be quite willing, in consultation with the interests concerned, to make such arrangements as are necessary to overcome those difficulties.
