asked the Minister for External Affairs the Government's policy in relation to the United Nations directive that complaints by individuals or private groups about Civil Liberties and related matters should not be considered in New York at United Nations headquarters.

I am not aware of any such directive by the United Nations. In October last a directive was issued by the United Nations Office of Public Information which directed that United Nations information centres should advise all those who wish to transmit any kind of communication to United Nations headquarters to do so themselves directly through other means of their choice.
