Approximately 18 per cent of the corporals in the Army have more than ten years service in that rank but it cannot be inferred from this that the system of promotion in the Army is unsatisfactory. In fact, I am satisfied that the system is reasonable and equitable and I do not consider that an investigation of it is necessary.
The Army is too small.
