asked the Minister for External Affairs whether the Government accept Recommendation No. 607 on preventive medicine and the institution of a European health card which was adopted by the Consultative Assembly of the Council of Europe on 21st September, 1970; and whether they are prepared to take, at national level, the measures proposed in paragraph 10 I (a), (b) and (c).

Recommendation No. 607 on preventive medicine and the institution of a European health card adopted by the Consultative Assembly in September was examined by the Committee of Ministers meeting at Deputy level in October. It was decided to transmit the recommendation to the European Public Health Committee for an opinion and to send it to member Governments for the information of health authorities. The proposals relating to preventive medicine in paragraph 10 I (a), (b) and (c) are at present being examined by the appropriate Government Departments here. I wish to inform the Deputy that with regard to paragraph 10 (c) chairs of preventive medicine are established at University College, Dublin, and Trinity College, Dublin.

asked the Minister for External Affairs whether the Government accept Recommendation No. 609 on drug dependence which was adopted by the Consultative Assembly of the Council of Europe on 21st September 1970; and whether they are ready to comply at national level with the proposals set out in paragraph 7 (i) of Part I — Public health aspects — and in paragraph 6 (ii) of part II — legal aspects — of this recommendation.

Recommendation No. 609 on drug dependence adopted by the Consultative Assembly of the Council of Europe in September last was examined by the Ministers' Deputies at the meeting in October. It was decided to refer Recommendation No. 609 for an opinion with regard to its legal aspects to the European Committee on Crime Problems. The public health aspects of the recommendation were referred to the European Public Health Committee for an opinion. Following the opinion of these two committees the recommendation will be further examined by the Ministers' Deputies. In the meantime the contents of the proposals set out in paragraph 7 (i) and paragraph 6 (ii) of the recommendation are being studied by the appropriate Government Departments here.
