Written Answers. - Council of Europe Recommendations and Conventions.

asked the Minister for Health whether the Government accepts recommendation No. 608 on the improvement of the dental condition of populations of Council of Europe member states (odontological questions) which was adopted by the Consultative Assembly of the Council of Europe on 21st September, 1970; and whether they will instruct their representative in the Committee of Ministers to vote for the immediate inclusion in their programme of work of the questions mentioned in paragraph 5 of the recommendation.

The answer to both parts of the question is in the affirmative.

asked the Minister for External Affairs whether the Government will now sign the Council of Europe Convention on the reduction of cases of multiple nationality and on military obligation in cases of multiple nationality which was opened for signature on 6th May, 1963; and why Ireland has not previously signed the convention.

Acceptance of Chapter I of the Convention concerning the reduction of cases of multiple nationality would involve a reversal of the policy enshrined in the Irish Nationality and Citizenship Act, 1956, and the Government would therefore be opposed to its acceptance.

The question of accepting Chapter II of the Convention relating to military obligations in cases of multiple nationality is under consideration.

asked the Minister for External Affairs whether the Government will now sign the Council of Europe Convention on Information on Foreign Law which was opened for signature on 7th June, 1968; and, if not, why.

As indicated in my reply in the Dáil on 4th February, 1970, it is considered desirable that the Government become a party to the Convention. However, some technical arrangements and the enactment of amending legislation would be required before this would be possible. These matters are at present under consideration in the Departments concerned.

asked the Minister for External Affairs whether the Government will now sign the Council of Europe Convention on the Punishment of Road Traffic Offences which was opened to signature on 30th November, 1964; and, if not, why.

The position as regards signature of this Convention on behalf of the Government remains as indicated in my reply to a similar question from the Deputy on 4th February, 1970.

asked the Minister for External Affairs whether the Government will now sign the Council of Europe Convention providing a uniform law on arbitration which was opened to signature on 20th January, 1966; and, if not, why.

Acceptance of the Convention would entail amending the existing legislation on arbitration. The matter is under consideration at present.
