asked the Minister for Local Government if, in deciding the Exchequer contribution towards the expenditure of each local authority, any system of weighting is in operation as between one local authority and another; and, if so, if he will give details.

The Exchequer contribution towards the expenditure of local authorities—estimated at £77 million in respect of 1970-71—is made up of a multiplicity of separate grants given for specific purposes and accordingly no formal weighting system applies to the distribution of the total sum as between one local authority and another. Although there is no formal weighting system the cumulative effect of the various grants which go to make up the total is such that State grants tend to meet a greater share of the expenditure of county councils in the less developed areas. Some grants are at a higher rate in respect of certain areas. For example, the subsidy on loan charges in respect of capital expenditure on water and sewerage schemes administered by my Department is at the rate of 60 per cent in respect of Gaeltacht areas and smaller urbans as compared to 40 per cent in Dublin and 50 per cent for the country generally, while the agricultural grant gives proportionately greater assistance to those areas with a greater proportion of small holdings.

asked the Minister for Local Government if he will state in respect of each local authority for the latest year for which figures are available (a) the total valuation, (b) the produce of 1d in the pound, (c) the present rate and (d) the percentage grant from the Exchequer to meet local government expenditure.

Note: Certain major services, e.g. main roads, health, have, in general, been carried out on behalf of the whole county, including urbans, by each county council. The State grants which expenditure on such services attracts is included in the figures for county councils and not in the figures relating to urban authorities.
