asked the Minister for Foreign Affairs whether the time is opportune to establish diplomatic relations with certain of the East European countries in an effort to correct this country's imbalance of trade with them.

This is a matter which is kept under continuing review. If and when it is judged opportune to establish such relations, the Government will not hesitate to take such a step.

Does the Minister consider that the best way to solve the problem?

This is the question about establishing diplomatic relations.

Is that the best way to solve the problem?

How will you decide when it is opportune?

The Government will decide it.

What criteria will they use?

Up to now I have been dealing in terms of trade but there may be other factors.

That happens to be the Government's job.
