Persons who have not got full eligibility for health services and whose income from pensions and other sources is less than £1,600 per annum are obliged to pay health contributions. Persons who are in receipt of non-contributory old age pensions are regarded as having full eligibility for services and are not, therefore, obliged to pay health contributions.
