asked the Minister for Health how people who have no doctor within a seven mile radius will be accommodated under the free choice of doctor scheme.

A person who does not reside within a seven mile radius of a participating doctor will be permitted to select one from among those most convenient to him.

Supposing the doctor does not accept the patient who is seven miles out, what is the position then?

There should be another doctor for the patient to go to, but I recommend the Deputy to read section 8 of the rules governing the choice of doctor. It is a very long series of paragraphs and it covers practically every possible eventuality.
