asked the Minister for Finance if, in view of the reduction of the rates on industrial and commercial buildings following the removal of health charges, it is proposed to review the amounts paid to Dublin Corporation in lieu of rates with a. view to increasing these amounts.

Payments in lieu of rates, out of the Rates on Government Property Vote, to local authorities are the equivalent of the rates liability which would fall on the State if it were rateable.

The transfer of health charges from the rates to the Exchequer does not involve any loss to Dublin Corporation; what it loses in rates it gains in State grants. The question of compensating the corporation does not arise.

I am not so sure of that, Minister.

Again I am afraid that confusion exists in Deputy Moore's mind.
