There are other bodies in respect of which the Minister for Health has functions —

(i) certain hospitals established by or under statute; salaries of staff are in accordance with those applicable in the hospital services generally,

(ii) statutory registration bodies dealing with medical practitioners, dentists and opticians; staff employed are few and the Minister has no functions in regard to their remuneration,

(iii) advisory bodies secretarial services for which are provided by the Department,

(iv) Hospitals Trust Board the secretarial services for which are provided on an agency basis by the Bank of Ireland.

Fees are not payable to Chairmen or other members of any of these bodies except the Voluntary Health Insurance Board. The Chairman of that body is paid £500 per annum and members are paid £325 per annum.

The remuneration of chief executives of bodies under the aegis of my Department whose remuneration is subject to formal Government or Ministerial control under statute is shown in the following table. The Government decided to accept broadly the recommendations made in regard to the remuneration of chief executives by the Review Body on Higher Remuneration in the Public Sector and they intend that the ranges of "total remuneration"* (i.e. salary plus fringe benefits) recommended by the Review Body, adjusted by reference to the National Agreement increases, shall apply for the future in the case of both controlled and non-controlled bodies. The boards concerned will have primary responsibility for fixing the rate within these ranges. Special arrangements may be needed in the case of certain existing chief executives whose "total remuneration" was above the range recommended by the Review Body.

*"Total remuneration' is defined by the review Body as comprising basic salary and all other benefits in cash or kind. The Review Body recommended that if any such benefits were provided apart from reasonable super-annuation provisions, holidays and sick leave the actual remuneration paid should be correspondingly reduced.
