asked the Minister for Health the progress made with regard to the declared intention to finance the hospital services by a compulsory insurance scheme; and if he will make a statement on the matter.

An interdepartmental working party is at present engaged in an examination of the financing of the health and social welfare services. I understand that the working party will be considering, inter alia, the question of compulsory insurance as a means of contributing towards the cost of those services.

Is it not true that this type of service was included among the 14 points agreed by the two parties in the Coalition Government? Why is it that now, three years later, it is still at the working party stage?

I can answer that. The first, second and third programmes for economic expansion——
