asked the Minister for Local Government if, in view of the difficulties that occasionally arise in establishing group water schemes off main water or regional water schemes because the main supply pipes prove too narrow to provide adequate supply, he will direct that mains be installed in future that will be adequate in width to meet such contingencies.

It may be that such difficulties apply to older water supply schemes. The normal practice in recent years is that new water supply schemes are planned to meet all requirements for the foreseeable future. This applies particularly to headworks schemes to provide source supplies for rural areas and includes pipeline capacities. In addition, local authorities frequently make contributions to group schemes to enable larger capacity pipes to be provided where extensions for other areas may be envisaged later.
