asked the Minister for Education if he will indicate the reasons for the non-advertising of the post of director at the National College of Art and Design since a director was not appointed after the initial applications, and the reasons for the delay in appointing a new director.

The appointment of a director is a function assigned to the board of the college under section 17(4) of the National College of Art and Design Act, 1971.
Pending the appointment of a permanent director in replacement of the outgoing director, the board of the college appointed the acting director as from 1/11/78. It will be for the board to decide, with due regard to all relevant considerations, when applications should be invited for appointment to the post of permanent director.
Would the Minister agree that the appointment of a permanent director is of such importance as to merit expedition? I do not know the acting director. Would the Minister not agree that there is need for the immediate appointment of a director to the college and can he explain the delay?
The Minister would refer the Deputy to the consideration which he showed to this House some moments ago in respect of legislation which is passed. This House passed the legislation which gives to the college the right and responsibility of appointing the director in question. I am sure the Deputy would not wish that I would be disrespectful to legislation passed by this House.
