asked the Minister for Education the number of classes of each of the following sizes in national schools other than special schools and secondary types in the year 1978-79—less than 15, 15-19, 20-24, 25-29, 30-34, 35-39, 40-44, 45-49, 50-54, 55 or over.

I want to ask your permission, Sir, to have Question No. 28 on today's Order Paper postponed until next Tuesday. I am also dissatisfied with the Minister's reply to Question No. 17 and I wish to give notice of my intention to raise the matter on the Adjournment.

I will communicate with the Deputy during the afternoon.

As the first meeting of the county council will be held tomorrow I would like Questions Nos. 25, 26 and 27 postponed. I trust this will not inconvenience the Minister.

I would like, with your permission, to raise on the Adjournment, the alternative administrative arrangements the Government have made to cope with the Presidency of the EEC during the continuing postal and telecommunications dispute.

I will communicate with the Deputy.

I have tabled two Private Notice Questions dealing with the immediate danger to life and the detrimental effects on the health of the people in Ballymun flats because of the conditions prevailing there, and I wish to raise on the Adjournment the efficiency of the national emergency plan of the Minister for Health.

I feel the Chair was out of order in not allowing my question. My question was directed to the Department of the Environment, who drew up the contract with the BBS Elevators Ltd——

There are 20,000 people in captivation in Ballymun who cannot get down from their flats or up to them. Better treatment would be meted out to a suck calf by the people on the Government benches. There is no Minister who will take responsibility, neither the Minister for the Environment——

The Deputy has had an opportunity to refer the matter for the Adjournment. The Adjournment does not take place until 8.30 p.m.

The only Minister who is accepting responsibility is the Minister for Justice, who arranged to have 30 people arrested last night.

The practice of insisting on making speeches contrary to the advice of the Chair must stop and will not be tolerated.

I am not attempting to make a speech. I am attempting to draw your attention to what I feel is totally unfair judgment——

Will Deputy Byrne please resume his seat?

This is a matter of great urgency and a matter of life and death for over 20,000 people in Ballymun. The Ceann Comhairle should have allowed this question and should have allowed the Minister responsible to reply.
