asked the Minister for Energy in view of the recent statement advising people to cut more turf if he is aware that the Department of Fisheries and Forestry is ploughing out virgin bog in parts of North Kerry for plantation; and if he will take up the matter with the Minister for Fisheries and Forestry to prevent such action in the future.

I am aware that the Department of Fisheries and Forestry are planting trees on virgin bogs in parts of North Kerry. I understand, however, that as far as possible seasonal lettings are made available by that Department to those requiring turbary in these areas. I also understand that that Department are prepared to examine and consider any proposal from competent and reputable bodies for the development of any specific bogland area in their ownership with a view to production of turf.

Unfortunately, because of the size, relatively shallow peat deposits, poor drainage properties and steep gradients of many of these bogs, large scale mechanised turf production from them by Board na Móna would not be economic. Another factor militating against their development by Bord na Móna is the short production season which would result from the high rainfall and humidity caused by their altitude and location.

I have already stated on a number of occasions that one of my objectives is to encourage private development on bogs which are not suitable for mechanical large scale commercial exploitation on the lines normally undertaken by Bord na Móna. With this in mind my Department are currently considering the formulation of a programme to co-ordinate and promote bog development by private interests.

I feel that the energy potential of the bogs in the ownership of the Department of Fisheries and Forestry needs to be specifically examined and I am arranging to have this done. The maintenance of a satisfactory programme of reafforestation and the utilisation on an economic basis of suitable turf deposits are both important national objectives. I am confident that arrangements can be adopted which will enable the pursuit of both these desirable objectives to be accommodated.

While the formation of appropriate programmes will obviously take time I intend to put forward specific proposals at the earliest possible date.
