Order of Business.

It is proposed to take the business in the following order, No. 6 (resumed). Private Members Business will be taken from 7 p.m. to 8.30 p.m., No. 15 (resumed).

I should like the Taoiseach to clarify the statement made by the Minister for Transport some weeks ago saying that he would introduce legislation shortly to provide a bonding system for the protection of holiday makers. This is a repetition of a statement made by the previous Minister some three years ago. I would like to know when such legislation will be introduced and if it would include compensation for holiday makers who have lost their money.

That is not in order.

That is not what I said. When I said on a previous occasion that I would admit questions on legislation that was promised. I meant legislation promised here in the House. However, because there might be some misunderstanding about my statement, I am allowing the question. This is not to be taken as a precedent.

Could I ask the Minister to tell us when we may expect this legislation?

During the current session.

Could the Taoiseach say when we may expect to have the Finance Bill before the House?

I shall let the Deputy know but I cannot tell him exactly at the moment. If Deputies would give us an indication that they wished to raise these matters we could perhaps have the information.

The House was promised——

Sorry, I have already suggested that if the House wishes to change the rules in some way or other the Chair will faithfully carry them out. If such discussions take place, whatever decisions are reached will be faithfully carried out by the Chair. I have given my ruling.

The objection is that the Chair is changing the rules.

No, I am not changing the rules.

The House has been promised for the last three years a University Bill dealing with the dissolution of the National University and the establishment of independent universities in the country. Can we expect that this Bill will be introduced in the current session?

I shall ask the Minister for Education to communicate with the Deputy.
