asked the Minister for Finance the original estimate of income-tax returns for the self-employed for the most recent financial year for which figures are available; and the difference between the estimated returns and the actual returns in (i) money and (ii) percentage terms.

The 1980 post-budget estimate of income tax receipts from the self-employed, including farmers, for the year ended 31 December 1980 was £179 million. This also included tax expected from direct assessments under Schedule E, which is collected together with tax from the self-employed and is not separately identified.

The net actual receipt of this tax was £132.6 million. This represents a decrease of £46.4 million, or 25.9 per cent, compared with the post-budget estimate. The shortfall was due partly to the fall in agricultural incomes, which was greater than had been estimated, and partly due to the impact of the recession on business.
