asked the Minister for the Environment the reason for the delay in paying a solid fuel conversion grant to a person (details supplied) in County Waterford.

The Housing Regulations, 1980, as amended, which govern the payment of grants under this scheme require an applicant to establish that on or before 21 January 1980:—

(1) the work had commenced, or

(2) a contract for the carrying out of the work had been entered into by the person who made the application, or

(3) the necessary materials had been purchased.

The evidence relating to the contract which was furnished by the applicant was contradictory in more than one respect. It has not, therefore, been established that the statutory requirement has been fulfilled and payment of the grant cannot be made. The applicant was informed accordingly on 6 November 1981.
