asked the Minister for Posts and Telegraphs if he is aware that the telephone of a person (details supplied) in Dublin was disconnected by his Department last February due to a dispute over call charges; if he is further aware that the person has now received a further telephone bill from his Department charging him for calls made since the service was disconnected; if, in view of this, he will now accept the contention of the person that the bill dated 9 May 1981 was incorrect; and if he will now apologise to the person and have the service reconnected without further delay.

Service was interrupted because of a fault and not because of non-payment of accounts. I understand that the fault was not reported but service has now been restored. Call charges are debited to accounts three months in arrears. The charges in the account issued to the subscriber recently were for calls made before service was interrupted by the fault. The subscriber will be contacted shortly with a view to resolving his accounts problem.

The fault, which is in the underground cable, will be repaired within the next few days. Because of the number of such faults, which require attention by specially trained staff, I regret that there has been delay in repairing them. A rental rebate will be allowed.

asked the Minister for Posts and Telegraphs the reason for the delay in providing a telephone service for a person (details supplied) in County Kilkenny who applied in 1979 and who requires service for business purposes.

It has been possible to provide service for the person named so far because of the volume of applications on hands in the area and a shortage of equipment at the local telephone exchange. It is expected that service will be provided within about a year.

I am aware of the circumstances. It is expected that service will be provided within about a month.

629.

asked the Minister for Posts and Telegraphs if the telephone kiosk at present outside the home of a person (details supplied) in Dublin could be re-sited in view of the number of young people who use it as a meeting point with consequent disturbance to this family.

While the considerations referred to are appreciated, there is no alternative location that would meet the requirements of the area that would not be open to the same objections. I regret, therefore, that the re-siting asked for cannot be undertaken.

630.

asked the Minister for Posts and Telegraphs if he will investigate the complaint of a person (details supplied) in Dublin 3 regarding alleged overcharging by his Department on his telephone account; and if he will make a statement on the matter in view of the fact that this has occurred on a few occasions.

The subscriber concerned has expressed himself dissatisfied with the last two quarterly accounts but there is no evidence to suggest that overcharging has occurred. The recorded metered usage in both quarters was broadly the same. The accounts have been checked and found correct. The metering apparatus associated with the line was also checked and found to be recording accurately. As the subscriber continues to be dissatisfied, it is proposed to carry out further checks on the metered usage in consultation with the subscriber.
