asked the Minister for the Environment the reason for the delay in sanctioning a loan for the provision of a new library at Tramore, County Waterford.

(Dublin South-East): The county council submitted plans for the new library on 5 April last and my Department have requested the submission of further information to enable the scheme to be considered for technical approval. A reply is awaited from the council. A formal application for sanction to the raising of a loan for this scheme has not yet been received.

The remaining Questions will appear on next Wednesday's Order Paper. The Chair appreciates the co-operation of Deputies and the Minister during Question Time.

May I have written replies to Questions Nos. 453, 486 and 512?

I should like to make a few points on the Health Estimate.

I will be calling Deputy Spring who moved the Adjournment and, following that, it will be my pleasure to call on Deputy Fennell. Sorry, Deputy Shatter will have to be accommodated before Deputy Fennell. The Deputy will have an opportunity to make her contribution.

Could we be given some indication when the Estimate for the Department of Posts and Telegraphs will be taken? I understand that all the Estimates must be concluded by 5 o'clock. I want to accommodate the Government. We have an hour and a half left, and we have to finish the Estimate for the Department of Health and the Estimate for the Department of Social Welfare before we come to the Estimate for the Department of Posts and Telegraphs.

The Deputy knows that there is an agreement between all the Whips. We are dependent to a great extent on the co-operation of Deputies making their contribution on any Estimate. I hope they will bear in mind the time limitation on us.

Could we have some guidance at this stage?

The Chair cannot give any guidance except to remind the House that there is an agreement and to appeal to Deputies to bear in mind that other Deputies are anxious to offer.
