asked the Minister for the Environment when a new house grant will be approved and paid to a person (details supplied) in County Wexford.

The grant will be paid shortly.

asked the Minister for the Environment when a £1,000 grant and mortgage subsidy will be paid to a person (details supplied) in County Wexford.

The grant will be paid shortly. Payment of the mortgage subsidy will be made to the person named, when the grant has been paid and at least six months have elapsed from the date of execution of the mortgage deed.

asked the Minister for the Environment when a new house will be inspected and a grant approved for a person (details supplied) in County Wexford.

A new house grant inspection will be arranged when the person named advises that the house is complete and occupied. A certificate of approval was issued in August 1982 at which time an inspector from my Department called to the house, but could not gain admittance.

asked the Minister for the Environment the reason for the delay in paying a new house grant to a person (details supplied) in County Donegal.

There has been no undue delay by my Department in dealing with this case. A recent inspection revealed that the house is not complete and that no further progress had been made since a previous inspection in August 1982. The file is at present with my Department's inspector for further report.

asked the Minister for the Environment if he will arrange to pay a house improvement grant to a person (details supplied) in County Kilkenny as the application was made in time and the works carried out according to the regulations of his Department.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out. The applicant has been so informed.

asked the Minister for the Environment if he will arrange for the immediate payment of a solid fuel grant to a person (details supplied) in County Galway.

There is no record in my Department of the receipt of a solid fuel grant application from the person named.

27.

asked the Minister for the Environment if he will arrange to pay a house improvement grant to a person (details supplied) in County Kilkenny as the application was made in time and the works carried out in accordance with the regulations of his Department.

Under the Housing Regulations 1980, as amended, the latest date for completion of the work and the receipt in the Department of a claim for payment of the grant was 30 June 1981.

As these conditions were not complied with in this case the grant cannot be paid.

Is the Minister aware that the person in question claims that he made an application to the Department in December. It is most unusual that he should have received a notice to submit planning permission in January 1981. That is important. There must have been some communication. A grant inspector inspected the premises and signed a form——

A question, please, Deputy.

Will the Minister advise the inspector to have a further look at the premises and verify that he signed a form to the effect that payment should be made?

The Deputy will be aware that there is considerable correspondence on this file. I do not wish to be unco-operative but I do not wish to create a precedent in relation to every other grant payment that will come before the House. I will take into account the representations made by the Deputy and see if the matter can be resolved to the benefit of both sides.
