Estimates 1983. - Local Radio Authority: Motion.

I move:

That proposals for legislation of the Minister for Posts and Telegraphs in relation to a Local Radio Authority be referred to the Joint Committee on Legislation pursuant to paragraph 1 (a) of that Committee's Orders of Reference.

Perhaps the Taoiseach would clarify a point. In the case of a matter being referred to the committee on legislation, would the Opposition spokesman be entitled to attend those meetings even if he was not a member of the committee in the normal way?

He could be called by the committee.

Could he attend all the meetings?

That is a matter for the Whips to discuss. I see the point.

I call on the Tánaiste to conclude the debate.

There is a motion before the House. Am I not entitled to speak to it?

The Deputy should be reasonable.

There are 20 minutes left to the Tánaiste in which to conclude the Adjournment Debate.

There is a motion before the House. Legislation will be referred to a committee on the basis that we are introducing Dáil reform and there is a small but significant part of this Dáil being denied access to these committees.

The Deputy has made his point.
