asked the Minister for Finance if permission is required from the Central Bank to authorise semi-State bodies to open accounts in Northern Ireland.

Since 18 December 1978 Irish residents are obliged, under Exchange Control regulations, to obtain Central Bank approval for the opening and operation of any bank account outside the State, including in Northern Ireland. This obligation, of course, applies equally to Semi-State bodies as to other Irish residents.
