asked the Minister for the Environment if he intends to press for the abolition of local authority charges in the next budget in view of the widespread public resistence to these charges and the huge cost of collection.

The question of applying charges under the provisions of the Local Government (Financial Provisions) (No. 2) Act, 1983, is a matter within the discretion of the local authority. I have no intention of changing that position. Charges for water supply have, of course, been in operation in county areas for a long time without giving rise to particular difficulty or to excessive collection costs.
