asked the Minister for Social Welfare if he will now approve an application for unemployment assistance for a person (details supplied) in County Laois.

Following the completion of extensive inquiries the person concerned has been assessed with means of £11.85 weekly derived from the value of board and lodging on his father's holding. He is accordingly entitled to unemployment assistance of £18.10 weekly being the appropriate rate £29.95 less £11.85 means.

All arrears of unemployment assistance due were paid to him on 17 January 1985 and further weekly payments will be made as they become due.

asked the Minister for Social Welfare when a person (details supplied) in County Kilkenny will receive a family income supplement applied for in late October 1984.

The person concerned was awarded family income supplement at the maximum rate of £15 per week in respect of the period 6 September 1984 to 30 October 1985 and the appropriate order book was issued to the designated post office on 17 December 1984. It has been confirmed by the post office that he is receiving payment of this allowance.

asked the Minister for Social Welfare the reason there has been a delay in processing the application for unemployment assistance made on 18 September 1984, by a person (details supplied) in County Kilkenny; and when he will receive payment.

The entitlement of the person concerned could not be determined until extensive investigations by the social welfare officer to enable his means to be assessed were completed.

Following recent completion of inquiries he was assessed with means of £1.05 weekly derived from the value of board and lodging in his father's home. He is accordingly entitled to £28.90 the appropriate rate £29.95 less £1.05 effective from 18 August 1984. All arrears due to him were paid on 17 January 1985 and payments of £28.90 will continue to be made as they become due.

asked the Minister for Social Welfare when a person (details supplied) in County Laois will receive unemployment assistance applied for on 24 June 1984.

The unemployment assistance claim of the person concerned was disallowed on the grounds that by failing to furnish details of his means he failed to show that his means did not exceed the statutory limit. He appealed against this disallowance on 28 December 1984 but before referring the case to an appeals officer he is being afforded a further opportunity to disclose his means. If he is prepared to co-operative with the social welfare officer in the investigation of his case, his means will be assessed in the light of the outcome and his entitlement to unemployment assistance will be determined accordingly.

asked the Minister for Social Welfare when a non-contributory pension applied for in early September will be paid to a person (details supplied) in County Kilkenny.

It has been decided that the person concerned is entitled to old age pension at the reduced weekly rate of £37.30 from 21 September 1984. This is the rate to which she is entitled having regard to the assessment of her means consisting of half the weekly value of a holding. The appropriate pension book payable from 21 December 1984 issued on 13 December 1984 and a payable order covering arrears of pension due for the period 21 September 1984 to 14 December 1984 issued separately on 8 January 1985.

asked the Minister for Social Welfare if he will arrange for payment of the maximum rate of unemployment assistance to a person (details supplied) in County Galway.

Following a recent investigation by a social welfare officer the means of the person concerned were assessed at nil with effect from 21 September 1984. He is accordingly entitled to the maximum rate of unemployment assistance appropriate to him £31.75 weekly from 21 September 1984 and all adjusting arrears due were paid to him on 2 January 1985. Further weekly payments continue to be made to him as they become due.

asked the Minister for Social Welfare when a person (details supplied) in County Kilkenny will receive unemployment benefit applied for in July 1984.

Following an investigation of the employment of the person concerned, it was established that her employment from 6 April 1979 was not insurable at a class of contribution which provides cover against unemployment. She accordingly did not satisfy the contribution condition for unemployment benefit and her claim was disallowed. She was notified of this decision on 8 January 1985.

asked the Minister for Social Welfare the reason a person (details supplied) in County Kilkenny has not received unemployment assistance in the last nine weeks since his benefit terminated as he has two children and a wife to maintain; and when he will receive moneys due.

The entitlement of the person concerned to unemployment assistance could not be determined until inquiries to enable his means to be assessed were completed. He was however in receipt of supplementary welfare allowance pending the outcome of his unemployment assistance claim and following the completion of inquiries he was assessed with nil means and entitled to unemployment assistance at £72.25 weekly, with effect from 30 October 1984. All arrears of unemployment assistance due, less the amount recouped to his local health authority were paid to him on 18 December 1984 and further weekly payments are being made as they become due.

asked the Minister for Social Welfare if a person (details supplied) in County Kilkenny who has been in receipt of disability benefit for four years will be transferred to invalidity benefit.

The person concerned is being paid disability benefit at regular weekly intervals and payment has been made to date. A form on which to claim invalidity pension has been forwarded to him and on its return, duly completed, the claim will be dealt with without delay.

asked the Minister for Social Welfare the reason social welfare payment cheques are not sent on a regular basis to a person (details supplied) in County Waterford.

The person concerned claimed disability benefit from 7 September 1984 and all benefit payable has been issued to date. Special arrangements were made to issue disability benefit payments over the Christmas period which resulted in payment being issued to him in advance of medical evidence. In view of the nature of the incapacity of the person concerned special arrangements have been made to issue payments on a regular weekly basis while medical certificates will only be required at monthly intervals.

asked the Minister for Social Welfare if a person (details supplied) in County Wexford will be reconsidered for free electricity allowance payments.

To qualify for a free electricity allowance the person concerned would need to have reached age 66 years and as she has not attained that age, an allowance cannot be granted in her case.

440.

asked the Minister for Social Welfare how long a person (details supplied) in Dublin 20 has been signing on; when the case regarding his unemployment assistance was investigated; and when a decision will be made to pay unemployment assistance from 15 November 1982 to January 1983.

The person concerned claimed unemployment benefit from 15 November 1982 but did not satisfy the contribution conditions for payment of benefit until 3 January 1983 when a new benefit year commenced. He has received all unemployment benefit to which he was entitled.

His case was referred to a social welfare officer for inquiries to enable his means to be assessed for purposes of his entitlement to unemployment assistance for the period 15 November 1982 to 1 January 1983. A social welfare officer made several void calls before being able to interview him. Following the eventual investigation of his case further inquiries had to be made before a deciding officer was in a position to assess him with nil means in November 1984. He was accordingly entitled to unemployment assistance at £45.20 weekly during the period 15 November 1982 to 1 January 1983.

The person concerned is not at present signing as unemployed but he has been written to by his local office and asked to call and collect the arrears of unemployment assistance due to him.
