There are two types of staff mobility within the Civil Service. The first is promotional mobility which involves staff moving to other Departments and offices following interdepartmental promotion competitions. The second is staff exchanges which is the movement of staff between Departments and offices, other areas of the public sector and the private sector on a temporary basis.
The Government's policy and proposals in relation to promotional mobility are contained in paragraphs 4.6, 4.7 and 4.8 of the White Paper, Serving the Country Better, while its policy on staff exchanges is set out in paragraphs 4.16-4.19 inclusive of the White Paper.
