Vol. 368 No. 3

Order of Business

It is proposed to take Business in the following order: Nos. 29, 30 and 31. By agreement, the Dáil shall sit later than 5.30 p.m. today and not later than 11.30 p.m. and Business shall be interrupted at 11 p.m. Also by agreement, the Dáil shall be suspended between 1.30 p.m. and 2.30 p.m. today. Also by agreement, No. 31 (Vote 40) shall be taken at 5 p.m. today if not reached earlier and shall be brought to a conclusion not later than 11 p.m. today and the Minister for Agriculture shall be called on to conclude not later than 10.45 p.m. today. Also by agreement, if a division is challenged on any Estimate today, the taking of such division shall be postponed until 8.30 p.m. on Tuesday, 24 June 1986. Also by agreement, the Dáil shall meet at 10.30 a.m. tomorrow and shall adjourn not later than 4 p.m. tomorrow and the Business shall be confined to Estimates for Public Services.

Are the arrangements for today's business and tomorrow's business agreed? Agreed.

With the permission of the Chair, I should like to raise on the Adjournment the matter of the arson and destruction taking place at the Avonbeg flats in Tallaght and the failure of Dublin Corporation to provide adequate protection for the flats.

The Chair will communicate with the Deputy.

In view of the expenditure of £10 million to remove hamburger signs from O'Connell Street, £7 million to sweep the Phoenix Park and an undisclosed amount of money for the preservation of Victorian coffee shops, will the Taoiseach indicate if any other sweeteners are in his mind between now and referendum day? What other referendum sweeteners are we to get? I might suggest to the Taoiseach possibly having hanging gardens——

The Chair suggests to the Deputy that he is out of order.

What other coffee shops has he in mind to preserve?

The Deputy is out of order. Will he please resume his seat?

Will he tell the House what further expenditure is envisaged between now and referendum day, as referendum sweeteners to buy votes for the "Yes" camp?

The Deputy should not enter into a shouting match with the Chair. It is most unbecoming and tends to bring the House into disrepute. I must ask the Deputy to resume his seat.

Certainly.

Just the sweet fruits of victory.

Not yet.

"Referendum sweeteners" is not a bad phrase.

As it is Bloomsday, "sweets of sin". With the permission of the Chair, I should like to raise on the Adjournment the structural collapse of Cavan Courthouse which took place recently and nearly killed somebody.

The Chair will communicate with the Deputy.

Will the Taoiseach state if it is intended to give the House the opportunity to discuss the Government's youth policy which document was published about six months ago, in view of the fact that we had an opportunity to discuss the Costello report which was only a prelude to the policy?

I do not think it is on the Order Paper or that a discussion has been promised.

A discussion has not been promised.

Then, it does not arise.

Does the Taoiseach not consider it worthwhile that the House should have an opportunity to discuss this report?

The Deputy will have to find another way of raising the matter.

I have attempted to do so in other ways but to date I have had no satisfaction from the Government side.

The Deputy will have to find another way of raising this matter.

He should raise the matter in the Congress of the United States. There are more Irish children there than here.

Tá mé ag cur ceiste ar Aire na Gaeltachta. An bhfuil an t-airgead a gheall sé do Údarás na Gaeltachta dhá sheachtain ó shin curtha ar fáil dóibh agus an bhfuil a fhios aige go bhfuil siad i gcruachchás i láthair na huaire agus postanna á gcailliúint de bharr easpa airgid?

Níl sé sin in ord ar Riar na h-Oibre.

Gheall an t-Aire go gcuirfí an t-airgead ar fáil agus nil sé curtha ar fáil. Tá sé curtha ar fáil i mBaile Átha Cliath——

It does not arise in this way.

Tá sé curtha ar fáil i mBaile Átha Cliath ach níl aon airgead á chur ar fáil do Údarás na Gaeltachta. Cén fáth nach bhfuil postanna á gcur ar fáil sa Ghaeltacht?

Níl sé in ord.

An bhfuil an t-airgead curtha ar fáil ag an Aire?

Níl sé sin in ord. I am calling No. 29.
