asked the Minister for the Environment whether the overall level of road grants to local authorities was (a) reduced from that provided in the estimates published last January; (b) if he will give details of those authorities whose allocation has been reduced or increased in the revised allocations made by him; and (c) the reason for such changes.
Written Answers. - Road Grants.
A total provision for road grants for 1987 is £165.95 million, which represents a reduction of £1.85 million on the provision made in the January estimates. On the other hand, the 1987 provision for local improvements schemes (which relate to non-public roads) is now £4 million, which represents an increase of £1.85 million on the provision made in the January estimates.
The changes in the amounts of road grants allocated to individual local authorities in April compared with the January allocations are set out in the attached schedule.
The main reasons for the changes in the road grant allocations were as follows:
(i) The sum of £1.85 million was diverted to the Local Improvements Scheme;
(ii) The total grants allocated for county road strengthening were increased from £10 million to £15 million. The revised allocations were made on the basis of the mileage of county roads in each county, which is a more appropriate basis than the basis adopted in January;
(iii) The provision for major improvement projects on national and major urban roads was reduced by £7.2 million.
