Written Answers. - Dumping at Sea.

asked the Minister for the Marine the number of companies in the State which have been granted licences for the dumping of waste matter at sea; the names and addresses of the companies; the nature of their businesses; the terms of the licences granted; the nature of the materials being dumped, and the location of the dumping; the measures which are being taken by his Department to police the dumping operations of these companies; and if he will make a statement on the matter.

Under section 3 (9) of the Dumping at Sea Act, 1981, my Department maintain a register, which is open to inspection, setting out details of the permits granted under that Act. Monitoring of the actual dumping operations and sampling of the dump sites is carried out by officers of my Department and other appropriate agencies such as the IIRS as provided for in the permits. In the course of the past year, seven such permits were issued with a 12-month period of validity. The permits contain a description and quantity of the material to be dumped together with the precise co-ordinates of the dump sites.

asked the Minister for the Marine the herring quota available in the Celtic Sea this season; the amount of it which has been taken up to date; and if he will make a statement on the matter.

The herring quota available to Irish fishermen in the Celtic Sea during 1987 is 15,560 tonnes representing over 86 per cent of the total allowable catch. A balance of 2,500 tonnes approximately remains for the traditional December fishery off Dunmore East. As the Deputy may be aware, management of the Celtic Sea fishery is effected in consultation with representatives of the various fishing interests involved.
