asked the Minister for Agriculture and Food the reason for the delay in payment of calf premia and headage grants to a person (details supplied) in County Waterford.

The person named has been paid his 1987 calf premium, suckler cow premium, special beef premium and beef cow schemes grants.

63.

asked the Minister for Agriculture and Food when a calf grant and suckler cow grant will be paid to a person (details supplied) in County Offaly.

The person named has been paid his 1987 calf premium and special beef premium schemes grants already and will be paid his 1987 suckler cow scheme premium grant shortly.

64.

asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will receive payment of a farm installation grant.

The application in this case cannot be further processed until the applicant furnishes evidence that his title to the land in question has been registered in the Land Registry.

asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will be paid a grant under the farm improvement programme.

A grant of £2,055 under the farm improvement programme was paid on 10 February 1988.

asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will be paid an installation aid grant.

Before eligibility under the scheme of installation aid for young farmers can be determined, a detailed investigation of each application must be carried out. In this case the investigation has not yet been completed. If the applicant is found to be eligible, payment of the premium will be made as soon as practicable and I will inform the Deputy at the appropriate time.

All premia are paid strictly in the order in which eligibility is established. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in payment of the premia.

67.

asked the Minister for Agriculture and Food when a drainage grant will be paid to a person (details supplied) in County Limerick.

A claim under the farm improvement programme for payment of a grant has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

68.

asked the Minister for Agriculture and Food if he will arrange payment of a grant under the farm modernisation scheme to a person (details supplied) in County Kilkenny.

It is a requirement for the payment of grants to development farmers under the farm modernisation scheme that an extract of farm accounts is submitted for each year of the farm development plan.

As the applicant in this case is a development farmer, the grant cannot be certified for payment until the account extracts for the years ended 31 December 1986 and 31 December 1987 have been supplied to the local ACOT office.

69.

asked the Minister for Agriculture and Food when payment of a beef premium in respect of 50 cattle will be made to a person (details supplied) in County Waterford.

The person named applied for EC Special Beef Premium on 42 cattle. Of these, 16 were found to be eligible for premium and payment on this number has already been made. The remaining 26 animals were rejected because 16 had previously been ear-punched under the scheme and another ten were slaughtered at a meat factory but not presented for inspection.

asked the Minister for Agriculture and Food the reason a slatted house grant has not been paid to a person (details supplied) in County Galway despite the fact that he has fulfilled all the conditions and the work has been officially approved; and if he will expedite the matter.

The grant will be paid as soon as practicable along with other grants certified about the same time. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently there is some delay in making grant payments.

asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a farm building grant which passed final inspection in January, 1988.

A claim under the farm improvement programme for payment of a farm buildings grant of £2,461 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food if he will arrange to have a grant under the farm modernisation scheme paid to a person (details supplied) in County Kilkenny where the work has been inspected and passed since February.

A claim under the farm improvement programme for payment of a grant of £5,276 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food if he will give details of the new guidelines for the beef suckler cow scheme.

I assume the Deputy is referring to the scheme to maintain the national cow herd. As already announced, I have decided not to proceed with this scheme because it did not prove possible to settle appropriate arrangements for the funding with the principal organisations directly involved. I will continue to encourage the financial institutions, the meat factories and others involved to follow their own best interests in giving real support to expansion of beef cow numbers. Within the limits imposed on me at national and Community level, I am seeking alternative ways to accelerate the current increase in beef cow numbers and hope to be in a position to make a further announcement in this regard at an early date.
