asked the Minister for Labour the total authorised establishment and total actual numbers of civil servants serving in his Department in each of the general Civil Service grades from clerical assistant to secretary on 1 September for each of the years 1985 to 1988 inclusive or the latest date for which such information is available; and the total number taking all categories together of civil servants authorised and serving in his Department on those dates.

The authorised staff, as commonly understood, and the serving staff in the Department of Labour for the grades specified in the question as at 30 September, 1988 (the most recent date for which figures are available) were 297 and 276 respectively. Details of the numbers and grades are set out in Table A which is being circulated in the Official Report. This figure does not include staff employed in specialist-technical grades, paperkeepers, messengers, service attendants, cleaners and staff employed in the Employment Equality Agency.
The comparable figures for 1985, 1986 and 1987 were, respectively, 666, 664 and 654 authorised staff and 648, 640 and 624 serving staff. Tables B, C and D detail the breakdown of grades and numbers for each of these years. On 1 January, 1988 the functions of the National Manpower Service were transferred to An Foras Áiseanna Saothair (FÁS). This accounts for the reduction in staffing levels in 1988.
