Vol. 386 No. 5

Economic Development Bill, 1989: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to promote the development of the economy in preparation for the creation of a single European market in 1992 by the encouragement of longterm leasing of agricultural land; the acceleration of decisions on applications for planning permission; the increase of the private equity base; improved economic planning and development of the infrastructure; the co-ordination of research, marketing and development activities between financial and educational institutions and commercial organisations; the creation of employment; the setting of targets for economic development and for these and other related purposes to amend the Vocational Education Act, 1930, the Central Bank Act, 1942, the Local Government (Planning and Development) Act, 1963, the Higher Education Authority Act, 1971, the European Communities Act, 1972, the Finance Act, 1978, the Finance Act, 1982, the Finance Act, 1985, the Finance Act, 1986, the Industrial Development Act, 1986, the National Development Corporation Act, 1986, and the Restrictive Practices (Amendment) Act, 1987.

Question put and agreed to.

It is "amen" for the Taoiseach; he has not the slightest clue how to do it.

We will accept agreement in any language, including Latin.

May I ask if the Bill is opposed? Since the Bill is not opposed the Second Stage will be taken in Private Members' time in accordance with Standing Orders.
