asked the Minister for the Environment if his attention has been drawn to the anger of local residents in the Churchill area of County Donegal, who are deeply concerned about the terrible condition of roads in the area; and if he will make money available in order that Donegal County Council can repair these roads.

The condition of public roads in their administrative area is primarily a matter for Donegal County Council. I understand that the roads in the Churchill area are non-national roads. Responsibility for undertaking any works on non-national roads, including the provision of the necessary finance, is a matter for the local authority. The local authority may, at their discretion, use the discretionary grants for non-national roads, paid by my Department, to supplement expenditure from their own resources on such work. On 23 November 1989, discretionary grants for regional and county roads, totalling £4.132 million, were notified to Donegal County Council in respect of 1990.
