Order of Business.

It is proposed to take Nos. 6 and 7. It is also proposed that No. 6 shall be taken without debate. Private Members' Business shall be No. 27.

Is the proposal that No. 6 be taken without debate agreed?

While I do not want to hold up the business of the House, I must protest at the use of the guillotine with regard to the motion on the local elections order which is being taken at the very last minute; we are given just a few hours tonight to debate an issue of such importance — and most of all, with regard to the Finance Bill. We had the budget in January yet the Finance Bill is being rushed through at the very last minute. I must protest at the manner in which this is being done and at the Government's delay in introducing this Bill, probably the most important Bill of the year. I am not calling a vote on the matter because I know it has to be dealt with now in this manner, but I am protesting at the manner in which the Government have held up this Bill——

I will note the Deputy's protest in the matter.
