Order of Business.

It is proposed to take No. 12. It is also proposed, notwithstanding the resolution of the Dáil on 15 May, that the sitting today shall be suspended from 6.30 p.m. to 7 p.m. and the proceedings on Parts IV and V, sections 97 to 112, of No. 12 shall be brought to a conclusion not later than 6.30 p.m. Private Members' Business shall be No. 30, motion 53.

May I now ask if the proposal for the suspension of the sitting today and for concluding the proceedings on Parts IV and V of the Finance Bill are agreed? Agreed.

I seek some clarification from the Taoiseach on a matter which was raised last week and the previous week in relation to the questions of European union. Have the Government considered this matter? Will they be publishing a paper on the Irish Government's position, and will we have an opportunity of having a debate in this House well in advance of the summit meeting which is scheduled for one month's time?

This is not a matter that should normally arise on the Order of Business.

Perhaps it is something I have adverted to before. I recognise the need for a Dáil debate on the subject. My only problem in regard to it is when would be the most appropriate time. Several things are still happening and preliminary discussions are taking place. It is just a question of when we would be able to have the best informed discussion. I certainly agree that we should have a good debate on the whole matter before the Dublin Summit.

I am grateful for that clarification, but can I take it from what the Taoiseach is saying that we can have a debate at least ten days before the summit meeting to give us an opportunity to outline views in this House and that it will be a debate, not merely statements?

I am open to suggestions as to the best form it should take.

I wish to raise on the Adjournment the subject matter of my private notice question, which was ruled out of order as not being urgent in the terms of the Standing Orders, relating to the killing of 15 Palestinians and the injuring of hundreds more by Israeli forces.

I will communicate with the Deputy.

Does the Taoiseach plan to make time available for discussion in the House on the environmental statement which he says will come from the Heads of State, in view of the fact that his Minister for Energy failed completely yesterday to get the Energy Ministers to discuss nuclear safety?

That is not for the Order of Business.

We should get some opportunity. The Taoiseach is proposing an environmental statement——

The Whips might discuss the matter.

I seek to raise on the Adjournment two items relating to the ordering and organisation of legal education, solicitor's education in particular, first the status of those solicitors who qualified at the Law School since 1984 to the present and, second, the continued use by the Incorporated Law Society of arbitrary devices to control access to the profession.

In view of the unauthorised felling and butchery of trees in recent years in Santry woods and demesne and the further felling and removal of trees in growth even as we sit here, I seek on the Adjournment a discussion on the future of Santry woods and demesne for the people of Dublin city and county before it is too late.

I would like to raise on the Adjournment whether the liberal ethos of the Adelaide Hospital can be assured in the new proposed Tallaght hospital.

Will the Taoiseach make time to explain to this House why the Minister for Energy was apparently treated with contempt by all other member states of the EC yesterday when he raised the Sellafield issue——
