Question:

3 Mr. Quinn asked the Taoiseach the number of vacancies for positions of messengers, cleaners and porters which have not been filled at present; the number he intends to fill; the time within which they will be filled; the number affected by the embargo; and if he will make a statement on the matter.

There are no vacancies for messengers or cleaners in the Department of the Taoiseach.

While I accept that the Chair does not have responsibility for the content of ministerial replies I should like to point out, with all due respect to the Taoiseach, that he has not answered my question adequately. I was trying to establish how many of those positions have fallen victim to the embargo and how many have been absorbed by senior and middle management posts within the Civil Service in order to protect and maintain the promotional prospects of those grades. If the Taoiseach looks at the question he will see that he should have given more information to the House.

I thought I answered the question accurately and fully. There are no vacancies at the moment, except one in the Department of the Gaeltacht which is blocked by the embargo.
