Written Answers. - Management of Flat Complexes.

Question:

59 Mr. Quinn asked the Minister for the Environment if he has had discussions with officials from Dublin Corporation and with other large urban local authorities who have responsibility for the maintenance and management of flat complexes with a view to drawing up a draft code of autonomous management which would be shared jointly between the housing authority and the residents of a block of flats; and if he will make a statement on the matter.

I refer to the reply to Questions Nos. 234 and 235 of 17 April 1991. There are ongoing discussions with local authorities regarding the implementation of the measures set out in A Plan for Social Housing, including those relating to the improvement of the management and maintenance of their housing estates, but the introduction of new initiatives is primarily a matter for the authorities in the light of local circumstances. As indicated in the plan, it is intended that a new Housing Bill will contain provisions to ensure that local authorities have adequate and sufficiently flexible legal powers available to them in the matter.
