Question:49 Mr. J. Bruton asked the Minister for Foreign Affairs his views on the actions of the Yugoslav federal army in its continued siege and destruction of Dubrovnik.
Written Answers. - Yugoslav Conflict.
I condemn unreservedly the continuing attacks by the Yugoslav National Army, as well as by Serbian irregular forces, on the people and city of Dubrovnik. These constitute totally unjustified aggression against the Croatian civilian population of Dubrovnik and the surrounding area, and have caused them immense suffering. They are also causing serious damage to the ancient city, which forms part of Europe's cultural heritage.
These attacks are in violation of the cease-fire agreements which have been agreed through the mediation of Lord Carrington. they have necessitated the withdrawal of EC monitors from the city, and the evacuation of the most vulnerable of the population. The situation in Dubrovnik was a major factor taken into consideration by Foreign Ministers of the Twelve when, earlier this month, they decided to take restrictive measures against Yugoslavia.
The Government support fully the statements by the European Community and its member states that they will not recognise changes of borders resulting from the use of force, and that those individuals found to be in violation of the norms of international humanitarian law may be held accountable for their actions.
