The most recent small-area information on unemployment rates comes from the 1991 Census of Population. The most detailed area breakdown which is published relates to wards and district electoral divisions, of which there are about 3,500 in the State. In 198 of these wards and DEDs, the unemployment rate exceeded 30 per cent in 1991.
I propose to circulate in the Official Report a table showing, for each of those 198 wards and DEDs, the relevant information on the numbers in the labour force and the unemployment rate, using the Census Principal Economic Status classification.

I was hoping the Taoiseach would take this question. Would the Minister of State agree that positive action is required to employ people in the worst affected areas? If this is not within the remit of the Minister of State, will he consider raising with the relevant Ministers the possibility of setting aside a certain proportion of jobs within the public sector and anywhere else the Government can exercise influence for qualified applicants from areas of high unemployment? This is a scheme, raised by the social partners on a number of occasions, on which we had been working for some time. If the Minister of State can answer my question, well and good but, if not, perhaps he would take it up with the relevant Minister.
We shall have that matter examined but, in the context of the 1991 figures available, some 198 out of a total of 3,500 district electoral divisions had an unemployment rate in excess of 30 per cent, as shown in the table circulated with my reply. In regard to the forthcoming Census to be held on the last Sunday of this month, it will be interesting to see how the most recent figures relate to those returned in the 1991 Census. I will bring the point made by the Deputy to the attention of the relevant Minister.
