Adjournment Debate. - Finglas (Dublin) School Facilities.

After the heady business of the past few days, I wish to raise a practical matter with the Minister, that is, the need for a physical education/assembly hall for St. Michael's secondary school, Finglas. It is a large girls secondary school with over 800 pupils from my constituency. Some pupils come from areas experiencing high levels of disadvantage in terms of education and social infrastructure. Despite that, St. Michael's secondary school has a well deserved reputation for excellence in the provision of all aspects of education and the formation of the young people in its care. However, this work is hindered by the absence of a large space in which they can engage in the many activities other schools that have such a facility can. Assemblies, concerts and physical education activities are inhibited by the absence of a hall.

I have been contacted not only by present staff, pupils and parents, but by past pupils. Schools are often the focus for ongoing interest in terms of sporting activities. This year the local people decided to engage in a concerted campaign to address this inadequacy which has gone on for too long and to raise matching funds. We hope the Department will give the go ahead for the provision of this facility in this financial year. I invite Ministers and Ministers of State to visit the school to see the tiny space in which the school must provide a full range of activities for 800 young women. No more young women should be deprived of basic facilities in a modern school.

I thank the Deputy for raising this practical matter. The authorities of St. Michael's secondary school, Finglas, formally applied for a PE hall for the school in December 1995. The application was examined in terms of enrolments, future viability and cost implications and the school authorities were notified that due to demands for urgently needed classroom accommodation the project would not proceed at this time.

It is the policy of my Department to provide physical education facilities on a phased basis at all second level schools where such facilities are not already available. However, my Department has before it at present a large number of applications for second level school building projects involving the provision of urgently needed classroom accommodation in addition to a large number of applications for sports facilities.

As the capital allocation to the Department is not adequate to meet all these demands, available financial resources must be reserved for the provision of essential classroom accommodation and emergency works. My Department's planning and building unit incorporates physical education facilities and changing areas into the schedule of accommodation for new schools and for major extensions to schools which do not have such accommodation. In the 1996 capital programme it was found possible to make provision for the architectural planning of PE halls. The further progress of these projects is now being considered. The provision of PE facilities at schools which do not have such accommodation will resume as soon as pressure on available resources for classroom accommodation has eased.

My Department also administers a sports capital programme. In general, school projects are not eligible for funding under either the major sports capital programme or the recreation facilities scheme. However, a limited number of school sports facilities have been assisted under the schemes where the project is being undertaken by a local community group in co-operation with a school. One of the conditions attaching to this scheme is that the completed facility must be available to all sections of the community.

I assure the Deputy that I and the Minister are aware of the requirements of St. Michael's secondary school in relation to the provision of physical education facilities. However, as I already stated, the provision of such PE facilities will resume only when pressure on available resources for classroom accommodation has eased.
